The National Government Offices Administration and NDRC jointly issued the work plan for energy conservation and carbon reduction in public institutions during the 15th Five-Year Plan period, giving public-sector lighting retrofits a clear time framework.
The plan uses 2025 carbon emission data as the baseline and sets out tasks including advancing peak carbon and promoting economical and intensive resource use. Public institutions cover office buildings, schools and hospitals, where lighting is the most standardised and easiest-to-replace part of the energy mix — high-efficiency LED replacement and smart control rank among the highest-return measures.
For lighting manufacturers in the engineering channel, the value of such policies lies in pace prediction: during policy windows, projects favour suppliers with energy data and compliance credentials. Preparing retrofit plans, cases and efficiency comparisons as standard materials in advance lets you respond immediately when enquiries come in.
